In this article, we provide an overview of the key provisions of this Packaging Regulation.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The revised Packaging Regulation introduces new provisions for high-quality recycling, reuse, prohibited products and the introduction of deposit and return systems (DRS), among others. The legislation has also changed from a directive, to a regulation. Prior to this official publication, an earlier version of the proposal was already leaked. This version included ambitious targets for reusable packaging and the use of recycled content. The leaked version caused a lot of commotion, especially among <\/span><a href=\"https:\/\/www.europen-packaging.eu\/wp-content\/uploads\/2024\/10\/Joint-industry-statement-Revision-of-EU-rules-on-packaging-and-packaging-waste.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">packaging producers<\/span><\/a><span style=\"font-weight: 400;\"> who were considering the proposal unachievable. As a result, the European Commission&#8217;s final proposal was considerably watered down. In November 2023, a year after the EC&#8217;s publication, the European Parliament agreed to a much weakened version of the proposal. It appeared that <\/span><a href=\"https:\/\/www.liberation.fr\/idees-et-debats\/tribunes\/pollution-plastique-emballer-nest-pas-jouer-20231017_EUJ24BNLDFEOXMLGIBECTHP24M\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">unprecedented lobbying<\/span><\/a><span style=\"font-weight: 400;\"> from the business community had paid off. Parliament deleted almost all provisions to reduce unnecessary packaging, as well as the vast majority of reuse targets for 2040. Several member states, including the <\/span><a href=\"https:\/\/afvalonline.nl\/bericht\/39460\/kamer-wil-krachtig-signaal-over-ambitie-verpakkingsverordening\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Netherlands<\/span><\/a><span style=\"font-weight: 400;\">, worked to maintain and, where possible, raise the European Commission&#8217;s level of ambition. The final Council <\/span><a href=\"https:\/\/www.consilium.europa.eu\/en\/press\/press-releases\/2024\/12\/16\/sustainable-packaging-council-signs-off-on-new-rules-for-less-waste-and-more-re-use-in-the-eu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">position<\/span><\/a><span style=\"font-weight: 400;\"> followed in December 2023, which included proposing new reuse targets and keeping the waste prevention measures proposed by the European Commission.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The beginning of 2024 was marked by the so-called trilogue negotiations between the European Commission, Parliament and Council to reach an agreement. This negotiation process was concluded in March 2024. The result: a regulation that sets European reuse targets for the first time, puts an end to certain unnecessary packaging, plans the introduction of deposit return systems in all EU member states and sets clear rules for high-quality recycling. Yet the many exemption clauses create open loopholes. A missed opportunity, according to us. <\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;2_5&#8243; _builder_version=&#8221;4.21.2&#8243; _module_preset=&#8221;default&#8221; z_index=&#8221;99&#8243; In this section, we give an overview of some of the most important points of the revision. Each Member State must reduce <\/span><a href=\"https:\/\/ec.europa.eu\/eurostat\/databrowser\/view\/cei_pc040\/default\/table?lang=en&amp;category=cei.cei_pc\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">packaging waste generated<\/span><\/a><span style=\"font-weight: 400;\"> by 5% by 2030, 10% by 2035 and 15% by 2040, compared to 2018. It is important to note that these targets apply per Member States and not for the Union as a whole. Each Member State will have to proactively reduce its own packaging waste.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The bans, reuse and refill targets,\u00a0 packaging reduction and minimization targets put forward by the regulation are an essential first step to reach those prevention targets. However, given the <\/span><a href=\"https:\/\/ec.europa.eu\/eurostat\/statistics-explained\/index.php?title=Packaging_waste_statistics\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">current yearly increase<\/span><\/a><span style=\"font-weight: 400;\"> of packaging waste in many Member States, it is to be expected that additional measures will be needed.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The PPWR leaves room for &#8211; and encourages &#8211; MS to go beyond the requirements it sets (recital 149). They can introduce extra bans and use economic and fiscal incentives, as long as this doesn\u2019t impede the single EU-market. Some of those additional measures include broadening the scope of DRS to include other types of single-use packaging such as drink cartons and single-use glass (art. 50) or DRS for reusable packaging (art. 51). But also the use of fiscal and economic incentives such as with extra taxes or <\/span><a href=\"https:\/\/www.exsu.be\/milieu_verpakkingsheffing.html\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">levies for single-use packaging<\/span><\/a><span style=\"font-weight: 400;\"> paid by distributors, extra communication requirements or <\/span><a href=\"https:\/\/themunicheye.com\/new-packaging-tax-gains-momentum-german-cities-10126\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">measures at the local level<\/span><\/a><span style=\"font-weight: 400;\">. The set up of more ambitious reuse targets and the use of <\/span><a href=\"https:\/\/www.naturvardsverket.se\/om-oss\/remisser\/foreskrifter-som-faststaller-produktavgiftens-storlek\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">EPR<\/span><\/a><span style=\"font-weight: 400;\"> and DRS budgets to finance reduction and prevention actions are also additional measures left to Member States\u2019s discretion.<\/span><i><\/i><\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Reuse and refill targets&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; body_font=&#8221;||||||||&#8221; background_color=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; background_enable_color=&#8221;on&#8221; border_radii=&#8221;on|10px|10px|10px|10px&#8221; border_color_all=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; global_colors_info=&#8221;{%22gcid-77784515-52da-45c3-b038-e5c2d51b4bf9%22:%91%22toggle_text_color%22%93,%22gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3%22:%91%22border_color_all%22,%22background_color%22%93}&#8221; toggle_text_color=&#8221;gcid-77784515-52da-45c3-b038-e5c2d51b4bf9&#8243; toggle_level=&#8221;h2&#8243; toggle_font_size=&#8221;1.8vw&#8221; open=&#8221;off&#8221;]<\/p>\n<p><span style=\"font-weight: 400;\">Although severely <\/span><a href=\"https:\/\/fairresourcefoundation.org\/het-parlement-verwerpt-europas-hoop-om-verpakkingsafval-te-verminderen-en-kiest-de-kant-van-de-wegwerp-industrie\/\"><span style=\"font-weight: 400;\">weakened throughout the legislative process<\/span><\/a><span style=\"font-weight: 400;\"> and through industry lobby such as McDonald <\/span><a href=\"https:\/\/nosilverbullet.eu\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">No Silver Bullet campaign<\/span><\/a><span style=\"font-weight: 400;\">, the introduction of binding reuse targets are crucial for the scale-up of reuse systems for packaging in all Member States.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The B2B sector is particularly targeted, as 40% of <\/span><b>transport packaging<\/b><span style=\"font-weight: 400;\"> within Europe will have to be reusable within a re-use system by 2030, including e-commerce and 70% by 2040 (non-binding). Within a closed environment (e.g. a business location), the sites of an economic operator or between partners of a same economic operator, <\/span><b>100% of the transport packaging will have to be reusable<\/b><span style=\"font-weight: 400;\">. It is worth noting that cardboard boxes are excluded from the mandatory reuse targets which creates risks of an undesirable shift towards more cardboard packaging waste.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><b>Final distributors<\/b><span style=\"font-weight: 400;\"> will have to ensure a reuse of 10% for sales packaging of alcoholic and nonalcoholic beverages and boxes to group sales packages (art 29(5)) by 2030 and endeavour to reach 25% reuse by 2040. They will also have to thrive to provide refill stations for 10% of their products on offer.<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">The<\/span> <span style=\"font-weight: 400;\">HORECA sector will also have to contribute by allowing consumers to <\/span><b>bring their own containers<\/b><span style=\"font-weight: 400;\"> to be refilled from February 2027 (art. 32) and offer takeaway in reusable packaging for hot and cold beverages as well as ready-made food from February 2028 (art. 33).\u00a0<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">Many exemptions were added on specific economic operators (micro-entreprises, smaller final distributors). Those exemptions risk making the reuse systems less uniform and the communication to consumers less clear. Besides, small businesses are the ones that often pioneer with offering <\/span><a href=\"https:\/\/www.afvalcirculair.nl\/minder-wegwerpplastic\/ervaringen\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">reusable solutions<\/span><\/a><span style=\"font-weight: 400;\"> for consumers.\u00a0<\/span><\/p>\n<p><b>Opportunities to go beyond the PPWR<\/b><span style=\"font-weight: 400;\">: The PPWR does allow Member States to set <\/span><b>higher reuse targets<\/b><span style=\"font-weight: 400;\"> to meet the prevention targets (art. 29(15 and 16). They can also require manufacturers and final distributors to make reusable packaging available for\u00a0 other formats than the ones listed in the regulation (art. 51(2)(c)).<\/span><\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Bans&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; body_font=&#8221;||||||||&#8221; background_color=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; background_enable_color=&#8221;on&#8221; hover_enabled=&#8221;0&#8243; border_radii=&#8221;on|10px|10px|10px|10px&#8221; border_color_all=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; global_colors_info=&#8221;{%22gcid-77784515-52da-45c3-b038-e5c2d51b4bf9%22:%91%22toggle_text_color%22%93,%22gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3%22:%91%22border_color_all%22,%22background_color%22%93}&#8221; toggle_text_color=&#8221;gcid-77784515-52da-45c3-b038-e5c2d51b4bf9&#8243; toggle_level=&#8221;h2&#8243; toggle_font_size=&#8221;1.8vw&#8221; open=&#8221;off&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p><span style=\"font-weight: 400;\">The PPWR builds upon the <\/span><a href=\"https:\/\/environment.ec.europa.eu\/topics\/plastics\/single-use-plastics_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Single-Use Plastic Directive<\/span><\/a><span style=\"font-weight: 400;\"> (SUPD) by introducing new bans of single-use plastic items from January 2030 (article 25 and annex V).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Compared to the SUPD, the bans will be introduced more harmoniously within the Union as they directly apply to all Member States. The bans will cover :\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Single-use plastic grouped packaging (shrink wrap, collation film);<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Single-use plastic packaging for unprocessed fresh fruit and vegetables;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Single-use plastic packaging for food and beverages consumed in the HORECA;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Single-use plastic packaging for condiments, preserves, sauces, coffee creamer, sugar and seasoning in HORECA store;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Single-use accommodation sector packaging intended for individual booking;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Very lightweight plastic carrier bag;<\/span><\/li>\n<\/ol>\n<p><span style=\"font-weight: 400;\">Following <\/span><a href=\"https:\/\/packagingeurope.com\/news\/packaging-industry-shares-praise-and-concerns-surrounding-ppwr-deal\/11065.article\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">strong push-back from industry lobbies<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; and largely the <\/span><a href=\"https:\/\/eppa-eu.org\/packaging-and-packaging-waste-regulation\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">paper industry<\/span><\/a><span style=\"font-weight: 400;\"> &#8211; the bans only concern single-use plastic packaging. Similarly to the bans of the SUPD, this creates a risk of a shift from one single-use material to the other, rather than an overall reduction of single-use packaging.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">More details on the formats and exemptions will be given by <\/span><b>February 2027<\/b><span style=\"font-weight: 400;\"> in consultation with the <\/span><a href=\"https:\/\/www.efsa.europa.eu\/en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">EFSA<\/span><\/a><span style=\"font-weight: 400;\"> and other stakeholders. As of 2030, a <\/span><b>grading system for the recyclability at scale<\/b><span style=\"font-weight: 400;\"> of materials will be introduced (art. 6) with grades from A to C (see figure X). This to ensure a maximum recyclability of packaging. A definition of <\/span><i><span style=\"font-weight: 400;\">design for recycling<\/span><\/i><span style=\"font-weight: 400;\"> criteria for the whole of Europe will be defined by 1st Jan 2028 by the European Commission. By 2030, packaging should be designed for recycling and by 2035 it should be <\/span><b>recyclable at scale<\/b><span style=\"font-weight: 400;\"> (Implementing act defining \u201crecyclable at scale\u201d by 1st January 2030). If packaging does not meet the 70% recyclability threshold, it cannot be put on the EU market from 2030 onwards. In 2038, the recyclability threshold will be moved to 80%.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Several elements will be taken into account by the commission to define recyclability criteria, such as <\/span><b>sustainability<\/b><span style=\"font-weight: 400;\">, and a <\/span><b>geography<\/b><span style=\"font-weight: 400;\"> principle, to foster proximity of recycling. The <\/span><b>health and safety dimensions<\/b><span style=\"font-weight: 400;\"> will also be taken into account, to ensure that substance of concerns are excluded.<\/span><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">While an essential step in the right direction, it will also be crucial that the Commission plans a sound way of controlling recycled feedstock coming from outside the union. This is what is referred to as the \u201c<\/span><a href=\"https:\/\/fead.be\/position\/joint-statement-recycling-and-waste-management-associations-hail-ppwrs-mirroring-clause-for-thrid-country-recycled-plastic-environmental-guarantees\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">mirroring clause<\/span><\/a><span style=\"font-weight: 400;\">\u201d to ensure the safety and quality of recycled plastic coming from outside of Europe, and protect the competitiveness of European recycling companies.\u00a0<\/span><b><\/b><\/p>\n<h3 style=\"font-size: 14px;\"><b>Recycled Content\u00a0<\/b><\/h3>\n<p><span style=\"font-weight: 400;\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-23954187 alignleft\" src=\"https:\/\/fairresourcefoundation.org\/wp-content\/uploads\/2025\/02\/EN-art-ppwr-Recycled-Content.png\" alt=\"\" width=\"380\" height=\"475\" \/>By January 2030, each plastic packaging placed on the Union market will have to contain a <\/span><b>minimum amount of recycled material<\/b><span style=\"font-weight: 400;\">. For PET and plastic beverage bottles, this will be 30%, for other contact-sensitive packaging 10% and 35% for all other plastic packaging.\u00a0<\/span><b><\/b><\/p>\n<p><span style=\"font-weight: 400;\">This could be a game changer as it could drive more closed-loop recycling (vs open-loop recycling that is currently happening with e.g. PET bottles being downcycled into clothing ).<\/span><\/p>\n<p><b><span style=\"font-weight: 400;\">As mentioned above, this also brings challenges, especially with the issue of controlling the quality of recycled feedstock from outside of Europe and the risk of developing recycling processes which could be environmentally harmful.<\/span><\/b><\/p>\n<p>&nbsp;<\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Extended Producer Responsibility (EPR)&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; body_font=&#8221;||||||||&#8221; background_color=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; background_enable_color=&#8221;on&#8221; border_radii=&#8221;on|10px|10px|10px|10px&#8221; border_color_all=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; global_colors_info=&#8221;{%22gcid-77784515-52da-45c3-b038-e5c2d51b4bf9%22:%91%22toggle_text_color%22%93,%22gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3%22:%91%22border_color_all%22,%22background_color%22%93}&#8221; toggle_text_color=&#8221;gcid-77784515-52da-45c3-b038-e5c2d51b4bf9&#8243; toggle_level=&#8221;h2&#8243; toggle_font_size=&#8221;1.8vw&#8221; open=&#8221;off&#8221;]<\/p>\n<p><span style=\"font-weight: 400;\">The PPWR introduces EPR requirements that build on the <\/span><a href=\"https:\/\/environment.ec.europa.eu\/topics\/waste-and-recycling\/waste-framework-directive_en\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">Waste Framework Directive<\/span><\/a><span style=\"font-weight: 400;\">. From August 2028 onwards, packaging producers will have to be registered in a <\/span><b>national register<\/b><span style=\"font-weight: 400;\"> to be allowed to place packaging on national markets. This will also apply to <\/span><b>online marketplaces<\/b><span style=\"font-weight: 400;\"> (art. 45(4), which will need to register on behalf of producers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">EPR systems will have to cover additional costs for labelling waste receptacles for the collection of packaging waste and the costs for carrying out surveys of collected mixed municipal waste (in case of such obligation). Besides, EPR fees will have to be <\/span><b>modulated according to recyclability performance<\/b><span style=\"font-weight: 400;\"> grades (18 months after the establishment of the grading system).\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Member States will have to ensure that their national EPR schemes and deposit systems dedicate a share of their budget to financing reduction and prevention actions (art. 51(3)).\u00a0<\/span><\/p>\n<p><b>Opportunities to go beyond the PPWR<\/b><span style=\"font-weight: 400;\">: Member States will have the opportunity to include the<\/span><b> cost of cleaning up litter<\/b><span style=\"font-weight: 400;\"> into EPR fees when this is undertaken by public authorities or on producers\u2019 behalf.<\/span><\/p>\n<p>[\/et_pb_accordion_item][et_pb_accordion_item title=&#8221;Deposit and Return Systems (DRS)&#8221; _builder_version=&#8221;4.27.4&#8243; _module_preset=&#8221;default&#8221; body_font=&#8221;||||||||&#8221; background_color=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; background_enable_color=&#8221;on&#8221; border_radii=&#8221;on|10px|10px|10px|10px&#8221; border_color_all=&#8221;gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3&#8243; global_colors_info=&#8221;{%22gcid-77784515-52da-45c3-b038-e5c2d51b4bf9%22:%91%22toggle_text_color%22%93,%22gcid-2b01b125-6b38-4b9f-9cc1-28a45bc9d8b3%22:%91%22border_color_all%22,%22background_color%22%93}&#8221; toggle_text_color=&#8221;gcid-77784515-52da-45c3-b038-e5c2d51b4bf9&#8243; toggle_level=&#8221;h2&#8243; toggle_font_size=&#8221;1.8vw&#8221; open=&#8221;off&#8221;]<\/p>\n<p><span style=\"font-weight: 400;\">The PPWR (art. 50) makes deposit and return systems (DRS) as the collection system of choice to reach a separate collection of plastic bottles and cans of 90% by 2029. Member States could only be exempted on strict conditions which no country &#8211; without a deposit &#8211; qualifies for at the moment. This ambitious target of collection opens the door to high-quality recycling and eases transition towards reuse (through higher capture rates and potential ) as well as litter reduction. The suggestion within the PPWR to also <\/span><b>include single-use glass and beverage cartons<\/b><span style=\"font-weight: 400;\"> (article 50(6)) is in line with the idea of introducing an<\/span><a href=\"https:\/\/fairresourcefoundation.org\/en\/fifty-organizations-advocate-for-solid-and-effective-deposit-and-return-systems-in-the-ppwr\/\"> <span style=\"font-weight: 400;\">ambitious DRS legislation<\/span><\/a><span style=\"font-weight: 400;\"> on the EU level. The PPWR allows for the exclusion of certain packaging based on content (alcohol, dairies). Those content types do however fall under the 90% separate collection target.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The <\/span><b>delegated act on the measurement of a separate collection<\/b><span style=\"font-weight: 400;\"> for plastic bottles and cans (in line with implementing decision <\/span><a href=\"https:\/\/eur-lex.europa.eu\/eli\/dec_impl\/2021\/1752\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">2021\/1752<\/span><\/a><span style=\"font-weight: 400;\"> from the SUP) will be key to enable a good monitoring of the effectiveness of DRS. These acts\u00a0 will be designed by the European Commission, in consultation with a diverse group of stakeholders. It is essential that civil society and environmental organizations remain involved in this process, to avoid a weakening of the legislation similar to the ones that occurred <\/span><a href=\"https:\/\/www.liberation.fr\/idees-et-debats\/tribunes\/pollution-plastique-emballer-nest-pas-jouer-20231017_EUJ24BNLDFEOXMLGIBECTHP24M\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">during the trilogue<\/span><\/a><span style=\"font-weight: 400;\">. The dominance of industry lobby to <\/span><a href=\"https:\/\/transparency.eu\/green-deal-imbalance-unveiled\/\" target=\"_blank\" rel=\"noopener\"><span style=\"font-weight: 400;\">weaken the European Green Deal<\/span><\/a><span style=\"font-weight: 400;\"> is long known.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Some of the most important points of focus in the secondary legislation are included in the figure below: <\/span><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row make_equal=&#8221;on&#8221;
