Environmental organisation Zero Waste Europe <a href=\"https:\/\/afvalonline.nl\/bericht?id=28767\">supported the proposal<\/a>. On May 10th, more than 180 countries <a href=\"https:\/\/www.theguardian.com\/environment\/2019\/may\/10\/nearly-all-the-worlds-countries-sign-plastic-waste-deal-except-us\">signed<\/a> the agreement in Geneva, Switzerland, with the United States as an exception. It will take a year to come into force.<\/p>\n<p>The agreement takes the form of an amendment to the Basel Convention, the only treaty which sets international rules for waste trade. Therefore it is well placed to reduce the harm caused by plastic pollution. The <a href=\"http:\/\/www.brsmeas.org\/2019COPs\/MeetingDocuments\/tabid\/7832\/language\/en-US\/Default.aspx\">Norwegian amendment to the Basel convention<\/a> proposed to make optimal use of three distinct categories of plastic:<\/p>\n<ul>\n<li>The plastic wastes that are considered hazardous<\/li>\n<li>The plastic scraps which are non-hazardous. The Norwegian amendment means that plastics can only be listed as non-hazardous if they are readily recyclable. If they are contaminated, mixed with other wastes or other types of plastics, then they can no longer be categorized as non-hazardous and freely shipped across the world.<\/li>\n<li>The plastics that are difficult to classify or manage are to be considered wastes requiring special consideration: these will require prior informed consent from the country to which the waste is intended to be shipped.<\/li>\n<\/ul>\n<p>In practice this will mean that the dumping of difficult to recycle plastics in Asian countries, will become more difficult. Many plastic waste streams will need to be registered and notified. According to <a href=\"https:\/\/www.independent.co.uk\/environment\/plastic-waste-pollution-un-agreement-us-basel-convention-a8909186.html\">Rolph Payet<\/a> of the UN Environment Programme this means that \u201cthere is going to be a transparent and traceable system for export and import of plastic waste.\u201d It could also very well mean that western countries will need to start processing more plastic waste in their own regions &#8211; instead of dumping it in Asian countries.<\/p>\n<p>&nbsp;<\/p>\n<h2>China\u2019s 2018 ban on plastic waste<\/h2>\n<p>Since the 1990\u2019s, Europe had been exporting more than 40 percent of its plastic waste to China. After importing the world\u2019s plastic waste for decades, China decided <a href=\"https:\/\/recyclingnetwerk.org\/2018\/11\/01\/de-chinese-afvalcrisis\/\">to ban the import of plastic waste<\/a> at the start of 2018. The ban concerns <a href=\"http:\/\/reloopplatform.eu\/chinas-import-ban-what-will-it-mean-for-the-global-recycling-industry\/\">lots of different types of plastic<\/a>, PET, PE, PVC, PS, \u201cother\u201d plastics, textiles and unsorted paper waste.<\/p>\n<p>The Chinese ban led to a waste crisis all over the world. It has lead to waste stockpiling up in the US and Europe, illegal <a href=\"https:\/\/nos.nl\/artikel\/2235757-brandende-poolse-afvalbergen-zijn-ecologische-ramp.html\">waste burning<\/a> in Poland, and encourages the European Commission to push on with the <a href=\"https:\/\/www.politico.eu\/article\/brussels-goes-to-war-against-plastic-garbage\/\">Plastic Strategy<\/a> and the Single-Use Plastics Directive.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-3075 alignleft\" src=\"https:\/\/fairresourcefoundation.org\/wp-content\/uploads\/2024\/03\/Atlas.png\" alt=\"\" width=\"500\" height=\"324\" \/><\/p>\n<p>In 2016, 46% of all plastic waste export in the world went to China. Europe exported most, 2,9 billion of metric tonnes. That\u2019s at least 40 % of Europe\u2019s plastic waste. The Netherlands and Belgium are among the world\u2019s top exporters of plastic waste. In 2016, they both had a part of <a href=\"http:\/\/atlas.cid.harvard.edu\/explore\/?country=undefined&amp;partner=undefined&amp;product=1108&amp;productClass=HS&amp;startYear=undefined&amp;target=Product&amp;year=2016\">4 percent of the world\u2019s export<\/a>, according to the Harvard University\u2019s Atlas of Economic Complexity.<\/p>\n<p>The Chinese ban meant that waste traders started looking for new places to easily get rid of the worthless piles of plastic waste. Countries in South-East Asia such as Indonesia, Thailand, Vietnam and Malaysia became alternative destinations.. The new UN rules try to prevent the dumping of plastic waste in these countries.<\/p>\n<p>&nbsp;<\/p>\n<h2>China expands the ban on waste imports in 2019<\/h2>\n<p>In 2019, China will ban the import of even more waste products. The list of banned products is extended with hardware, ships, auto parts, waste and scrap of stainless steel, titanium and wood, the Chinese official news agency <a href=\"http:\/\/www.xinhuanet.com\/english\/2018-11\/19\/c_137615850.htm\">Xinhua announced<\/a> in november 2018.<\/p>\n<p>Considering the huge impact the former import ban had on the waste sector of Europe and the US, this ban will have vast consequences as well.<\/p>\n<p>&nbsp;<\/p>\n<h2>Turning the crisis into an opportunity<\/h2>\n<p>\u201cThe European governments should turn this waste crisis into an opportunity for a drastic reform of their waste policies. These policies have to take environment protection way more into account. They have to be integrated in the plans on circular economy and climate change as well\u201d, comments Rob Buurman, director of the Dutch-Belgian NGO <a href=\"https:\/\/recyclingnetwerk.org\/\">Recycling Netwerk Benelux<\/a>.<\/p>\n<p>Therefore, the national and European authorities should reform the plastics economy. Products purely made from virgin plastics should be phased out. The vast number of different types of plastics and additives needs to be significantly reduced to make recycling more effective and economically viable. The best separate collection systems such as deposit refund schemes need to be implemented. A shift from single use to refillable and reusable should be stimulated with legislation, fiscal incentives and taxations on e.g. single use plastics.
