Les entreprises concern\u00e9es n&rsquo;ont pas r\u00e9ussi \u00e0 r\u00e9duire les bouteilles en plastique et les canettes parmi les d\u00e9chets sauvages. Du fait de ces r\u00e9sultats, il y aura une consigne sur les bouteilles en plastique. Nous demandons \u00e0 la Chambre basse et au gouvernement d&rsquo;inclure \u00e9galement les canettes dans le dispositif.<\/p>\n<h3>Bouteilles en plastique<\/h3>\n<p>Il s&rsquo;agit de la quatri\u00e8me s\u00e9rie de mesures dans le cadre de la surveillance de la pr\u00e9sence de bouteilles en plastique parmi les d\u00e9chets sauvages. Les p\u00e9riodes de mesure encadrent la trajectoire de l&rsquo;introduction de la consigne. La secr\u00e9taire d&rsquo;\u00c9tat charg\u00e9e des infrastructures et de la gestion des l&rsquo;eau, Stientje van Veldhoven, a expos\u00e9 cette trajectoire le 10 mars 2018 dans une <a href=\"https:\/\/www.rijksoverheid.nl\/documenten\/kamerstukken\/2018\/03\/10\/naar-een-circulaire-verpakkingsketen\">lettre parlementaire<\/a>. Les entreprises concern\u00e9es qui r\u00e9sistaient encore se sont vu accorder une toute derni\u00e8re chance de deux ans pour r\u00e9duire radicalement la pollution par les bouteilles en plastique d&rsquo;au moins 70 %, et en recyclant 90 % des bouteilles.<\/p>\n<p>Le <a href=\"https:\/\/www.tweedekamer.nl\/kamerstukken\/brieven_regering\/detail?id=2020Z06807&amp;did=2020D14513\">rapport<\/a> publi\u00e9 mercredi montre clairement que les entreprises concern\u00e9es n&rsquo;ont pas r\u00e9ussi \u00e0 atteindre la r\u00e9duction demand\u00e9e des bouteilles en plastique dans les poubelles sans consigne. Au contraire, il y a m\u00eame une augmentation. \u00ab\u00a0Pour l&rsquo;ensemble de l&rsquo;ann\u00e9e 2019, la moyenne s&rsquo;est \u00e9lev\u00e9e \u00e0 798 petites bouteilles par temps de mesure, soit une augmentation de 7 % par rapport \u00e0 la moyenne des ann\u00e9es 2016\/2017\u00a0\u00bb, \u00e9crit Rijkswaterstaat dans son <a href=\"https:\/\/www.tweedekamer.nl\/downloads\/document?id=47e276fb-40dc-4955-9939-f3fdf6ae8fb6&amp;title=Monitoring%20kleine%20plastic%20flessen%20in%20het%20zwerfafval%20-%20Resultaten%20tweede%20helft%202019.pdf\">Suivi des petites bouteilles en plastique dans les d\u00e9chets sauvages &#8211; R\u00e9sultats du second semestre 2019 (PDF)<\/a>.<\/p>\n<p>Dans la <a href=\"https:\/\/www.tweedekamer.nl\/kamerstukken\/brieven_regering\/detail?id=2019Z18192&amp;did=2019D37790\">lettre parlementaire du 27 septembre 2019<\/a>, la secr\u00e9taire d&rsquo;\u00c9tat a d\u00e9clar\u00e9 qu&rsquo;elle avait \u00a0\u00bb avanc\u00e9 le moment de prise de d\u00e9cision sur l&rsquo;introduction de la consigne au printemps 2020 au plus tard\u00a0\u00bb. Sur la base des chiffres des mesures des d\u00e9chets sauvages alors disponibles et du rapport sur l&rsquo;objectif de recyclage de 90 %, je prendrai une d\u00e9cision. (&#8230;) Les mesures [du nombre de bouteilles dans les d\u00e9chets sauvages] au cours du second semestre 2019 seront d\u00e9terminantes \u00e0 cet \u00e9gard. Retarder l&rsquo;introduction n&rsquo;est pas une option pour moi\u00a0\u00bb.<\/p>\n<p>L&rsquo;organisation environnementale Recycling Netwerk Benelux : \u00ab\u00a0Les chiffres du Rijkswaterstaat montrent maintenant clairement que les entreprises n&rsquo;ont pas r\u00e9ussi \u00e0 atteindre la r\u00e9duction demand\u00e9e des bouteilles en plastique dans les d\u00e9chets sauvages. En effet, le nombre de bouteilles a m\u00eame augment\u00e9 par rapport aux ann\u00e9es de r\u00e9f\u00e9rence 2016-17. La conclusion de cette s\u00e9rie de mesures d\u00e9cisives est donc que le secr\u00e9taire d&rsquo;\u00c9tat mettra en place la <a href=\"https:\/\/zoek.officielebekendmakingen.nl\/stcrt-2019-9730.html\">l\u00e9gislation<\/a> d\u00e9j\u00e0 pr\u00e9par\u00e9e et qu&rsquo;il y aura une consigne sur les petites bouteilles en plastique aux Pays-Bas au d\u00e9but de 2021.\u00a0\u00bb<\/p>\n<h3>Canettes<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-3270 alignleft\" src=\"https:\/\/fairresourcefoundation.org\/wp-content\/uploads\/\" alt=\"\" width=\"174\" height=\"116\" \/><\/p>\n<p>En ce qui concerne le nombre de canettes parmi les d\u00e9chets, le suivi de la RWS montre une augmentation encore plus forte. \u00ab\u00a0Sur la base des six mesures effectu\u00e9es en 2019, le nombre moyen de canettes par point de mesure s&rsquo;\u00e9l\u00e8ve \u00e0 2 009. Cela repr\u00e9sente une augmentation de 16 % par rapport \u00e0 2016\/2017\u00a0\u00bb, \u00e9crit RWS.<\/p>\n<p>La volont\u00e9 politique d&rsquo;introduire \u00e9galement une consigne sur les canettes s&rsquo;est renforc\u00e9e l&rsquo;ann\u00e9e derni\u00e8re. La Chambre des repr\u00e9sentants a adopt\u00e9 deux motions (celle de <a href=\"https:\/\/www.parlementairemonitor.nl\/9353000\/1\/j9vvij5epmj1ey0\/vl2towiiqmyl\">Paternotte<\/a> et celle de <a href=\"https:\/\/www.parlementairemonitor.nl\/9353000\/1\/j9vvij5epmj1ey0\/vl2tow925dye\">Dik-Faber<\/a>) le 17 octobre 2019. La motion de <a href=\"https:\/\/www.parlementairemonitor.nl\/9353000\/1\/j9vvij5epmj1ey0\/vl2towiiqmyl\">Paternotte<\/a> \u00ab\u00a0demande au gouvernement de fixer des objectifs similaires pour les canettes d&rsquo;ici l&rsquo;automne 2021\u00a0\u00bb. La motion de <a href=\"https:\/\/www.parlementairemonitor.nl\/9353000\/1\/j9vvij5epmj1ey0\/vl2tow925dye\">Dik-Faber<\/a> \u00ab\u00a0demande au gouvernement d&rsquo;initier la m\u00eame trajectoire pour les canettes que celle qui a \u00e9t\u00e9 faite pour les petites bouteilles en plastique, y compris la pr\u00e9paration de mesures l\u00e9gales pour l&rsquo;introduction d&rsquo;une consigne d&rsquo;ici 2022\u00a0\u00bb.<\/p>\n<p>\u00ab\u00a0Le rapport de la RWS montre qu&rsquo;il y a deux fois plus de canettes que de bouteilles dans les d\u00e9chets sauvages. <a href=\"https:\/\/eenvandaag.avrotros.nl\/panels\/opiniepanel\/alle-uitslagen\/item\/meerderheid-voor-statiegeld-op-kleine-flesjes-en-blikjes\/\">78 % des N\u00e9erlandais<\/a> et la quasi-totalit\u00e9 des municipalit\u00e9s n\u00e9erlandaises souhaitent \u00e9galement une consigne sur les canettes. Nous demandons au gouvernement et \u00e0 la Chambre basse de prendre une d\u00e9cision finale pour introduire une consigne sur les canettes \u00e9galement \u00e0 court terme.
