{"id":23083,"date":"2023-12-11T08:30:41","date_gmt":"2023-12-11T08:30:41","guid":{"rendered":"https:\/\/recyclingnetwerk.org\/?p=23083"},"modified":"2025-01-08T08:25:32","modified_gmt":"2025-01-08T08:25:32","slug":"communique-consigne-position-ppwr-50-organisations","status":"publish","type":"post","link":"https:\/\/fairresourcefoundation.org\/fr\/communique-consigne-position-ppwr-50-organisations\/","title":{"rendered":"50 organisations plaident en faveur de consignes efficaces dans la PPWR"},"content":{"rendered":"<p>Alors que les n\u00e9gociations sur le R\u00e8glement europ\u00e9en relatif aux emballages et d\u00e9chets d&#8217;emballages (PPWR) sont en cours, cinquante organisations de 13 pays europ\u00e9ens lancent un appel \u00e0 la mise en place d&rsquo;un syst\u00e8me de consigne solide et efficace pour les emballages de boissons dans tous les Etats membres.&nbsp;&nbsp;<\/p>\n<p>Dans le contexte de la crise climatique et des ressources, et compte tenu des ambitions europ\u00e9ennes, une large coalition de plus de cinquante organisations de 13 pays europ\u00e9ens souhaite rappeler aux repr\u00e9sentants du Conseil europ\u00e9en qu&rsquo;il est n\u00e9cessaire de maintenir les ambitions dans la version finale de ce r\u00e8glement. Cela peut se faire, entre autres, en asseyant le r\u00f4le cl\u00e9 d&rsquo;un syst\u00e8me de consigne (DRS) solide. Il s\u2019agit d\u2019un outil n\u00e9cessaire pour assurer une v\u00e9ritable circularit\u00e9 des&nbsp; emballages de boissons.&nbsp;&nbsp;<\/p>\n<p>Il convient de noter qu&rsquo;en pl\u00e9ni\u00e8re, tous les amendements visant \u00e0 rendre volontaire&nbsp; l\u2019introduction d\u2019une consigne ont \u00e9t\u00e9 rejet\u00e9s par le Parlement europ\u00e9en (PE). Cela t\u00e9moigne de la position ferme du Parlement &#8211; en ligne avec la proposition initiale de la Commission europ\u00e9enne &#8211; de faire des syst\u00e8mes de consignes la norme en Europe. Cependant, la formulation de l&rsquo;article 44 sur la consigne, \u00e0 l\u2019issue du vote du Parlement Europ\u00e9en, manque d&rsquo;ambition par rapport \u00e0 la formulation initiale de la Commission. Cela&nbsp; pourrait ouvrir la porte \u00e0 des erreurs et \u00e0 des failles pouvant retarder l\u2019introduction de la consigne dans toute l&rsquo;Europe.&nbsp;&nbsp;&nbsp;<\/p>\n<p>Cette coalition d&rsquo;organisations, <a href=\"https:\/\/recyclingnetwerk.org\/wp-content\/uploads\/2023\/11\/DRS-regulation-position-paper-PPWR.pdf\">qui a d\u00e9j\u00e0 pr\u00e9sent\u00e9 sa position avant le vote en pl\u00e9ni\u00e8re<\/a>, demande une version finale du R\u00e8glement qui prot\u00e8ge un syst\u00e8me de consigne dont l&rsquo;efficacit\u00e9 a \u00e9t\u00e9 prouv\u00e9e. C\u2019est-\u00e0-dire en :&nbsp;<\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Relevant le seuil d&rsquo;exemption de l&rsquo;adoption de la consigne au niveau nationale \u00e0 un taux de retour de 90 % au lieu des 85 % du texte propos\u00e9 par le Parlement;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\u00c9liminant progressivement toute \u00e9chappatoire pour les pays qui s&rsquo;opposent \u00e0 l&rsquo;introduction d&rsquo;une consigne, comme la possibilit\u00e9 de pr\u00e9senter un \u00ab\u00a0plan d&rsquo;action\u00a0\u00bb pour atteindre l&rsquo;objectif de 85%. Ces plans ignoreraient l&rsquo;esprit de la l\u00e9gislation et les objectifs d\u00e9j\u00e0 fix\u00e9s dans la directive Plastique \u00e0 Usage Unique;&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">\u00c9vitant toute mention de la consigne \u00ab\u00a0num\u00e9rique\u00a0\u00bb, qui est une alternative propos\u00e9e &#8211; mais nulle part mise en \u0153uvre &#8211; invent\u00e9e par l&rsquo;industrie pour \u00e9viter la mise en place r\u00e9elle d&rsquo;une consigne efficace.&nbsp;<\/li>\n<\/ul>\n<h2>Pourquoi avons-nous besoin d&rsquo;un syst\u00e8me de consigne solide et efficace ?&nbsp;<\/h2>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\">C&rsquo;est la seule mesure garantissant des taux de collecte s\u00e9lective des emballages de boissons sup\u00e9rieurs \u00e0 90 % ;&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">Il permet la collecte de mat\u00e9riaux de haute qualit\u00e9 permettant \u00e0 la fois :\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"2\">Le recyclage en circuit ferm\u00e9 (emballage \u00e0 emballage), avec une utilisation maximale des mat\u00e9riaux ;&nbsp;<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"2\">La compatibilit\u00e9 avec les syst\u00e8mes de r\u00e9emploi (infrastructure similaire \u00e0 ces syst\u00e8mes), ce qui favorise la conformit\u00e9 avec les objectifs de r\u00e9utilisation propos\u00e9s par le PPWR lui-m\u00eame ;&nbsp;<\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\">La r\u00e9duction des d\u00e9chets d&#8217;emballages de boissons, ce qui contribue \u00e0 r\u00e9duire les co\u00fbts pour les autorit\u00e9s locales et les fuites de ressources dans le cadre de la gestion circulaire.&nbsp;&nbsp;<\/li>\n<\/ul>\n<p><i>Alexis Eisenberg, Directeur France et Francophonie, Plateforme Reloop (France)<\/i>: <br \/>\u201cLa Commission europ\u00e9enne et le Parlement europ\u00e9en approuvent la mise en place d\u2019une consigne de mani\u00e8re obligatoire dans la PPWR, un \u00e9l\u00e9ment essentiel qui fa\u00e7onnera la prochaine d\u00e9cennie pour le secteur de l&#8217;emballage en Europe. La consigne, un puissant outil de la REP, permet d&rsquo;atteindre des taux de collecte \u00e9lev\u00e9s, le recyclage en circuit ferm\u00e9 et le r\u00e9emploi. Le Conseil doit maintenant confirmer ce soutien, en appelant&nbsp; la France \u00e0 rejoindre la cause. Bien que la loi fran\u00e7aise anti-gaspillage contienne des dispositions relatives \u00e0 la REP (AGEC, 2020), la France a eu du mal \u00e0 rompre le statu quo, ce qui se traduit par le gaspillage de 8 milliards de bouteilles en plastique et de canettes par an. Il est temps de rendre la consigne obligatoire pour une Europe plus circulaire\u201d.&nbsp;&nbsp;<\/p>\n<p><i>Chlo\u00e9 Schwizgebel, coordinatrice projet Recycling Netwerk Benelux (Belgique)<\/i> :<br \/>\u00ab\u00a0Une l\u00e9gislation forte en mati\u00e8re de consigne dans la PPWR est parfaitement align\u00e9e avec les grandes ambitions de la Belgique en termes de recyclage, de pr\u00e9vention, de r\u00e9emploi et de r\u00e9duction des d\u00e9chets. Les gouvernements belges se pr\u00e9parent eux-m\u00eames \u00e0 l&rsquo;introduction d&rsquo;une consigne en 2025. Il serait insens\u00e9, du point de vue de la pr\u00e9sidence belge, d&rsquo;opter pour autre chose qu&rsquo;une consigne obligatoire\u00a0\u00bb.&nbsp;<\/p>\n<p><i>Miquel Roset, directeur de Retorna<\/i> (Espagne):<br \/>\u00ab\u00a0La pr\u00e9sidence espagnole et les repr\u00e9sentants permanents de l&rsquo;Espagne doivent continuer \u00e0 se battre pour obtenir le meilleur r\u00e9sultat possible pour la PPWR, comme la pr\u00e9sidence a montr\u00e9 qu&rsquo;elle visait jusqu&rsquo;\u00e0 pr\u00e9sent avec un syst\u00e8me de consigne obligatoire. Sans syst\u00e8me de consigne, chaque jour en Espagne, 35 millions d&#8217;emballages de boissons sont mis en d\u00e9charge, incin\u00e9r\u00e9s ou jet\u00e9s dans la nature. Nous soutenons tout effort de l&rsquo;Espagne pour respecter cet engagement et rejetons les propositions visant \u00e0 r\u00e9duire les ambitions. Nous avons besoin d&rsquo;une consigne pour pouvoir r\u00e9utiliser ou recycler ces emballages en de nouveaux contenants\u00a0\u00bb.&nbsp;<\/p>\n<h2>Prochaines \u00e9tapes&nbsp;<\/h2>\n<p>Le 22 novembre dernier, le Parlement europ\u00e9en a vot\u00e9 en session pl\u00e9ni\u00e8re une version amend\u00e9e du r\u00e8glement relatif aux emballages et aux d\u00e9chets d&#8217;emballages, qui servira de base \u00e0 la position de n\u00e9gociation du Parlement europ\u00e9en ; parall\u00e8lement, le Conseil pr\u00e9pare sa propre position, qui devrait \u00eatre d\u00e9finie dans les prochaines semaines. Les n\u00e9gociations du Trilogue, qui devraient d\u00e9buter en d\u00e9cembre, seront la derni\u00e8re \u00e9tape pour cette
